DEFNET is an informal club of all kinds of environmental specialists of the European Union (EU) ministries of Defence.
DEFNET cannot enter into formal relationships with other institutions.
However, informal relationships are possible when the plenary meeting of DEFNET unanimously decides to agree.
Ad-hoc informal relationships are possible in reaching a certain aim. In practice, the consent of the Chairman, Deputy Chairman and the Secretariat are sufficient.
At this point, there is a formal relationship with the United States Department of Defence, which, accoring to DEFNET's own rules, has a statutory right to be invited to the plenary meetings of DEFNET as an observer. Other non-EU countries sometimes apply for ad-hoc observer status to plenary meetings.
There is no formal relationship with any institution of the EU, nor is there any formal relationship with the North-Atlantic Treaty Organisation (NATO).
